The Select By Attributes utility has a DataGroup Criteria selection option. Element selection sets, composed of DataGroup items in the open DGN file, can be created based on active DataGroup catalog items.

DataGroup Selector Criteria
Select DataGroup from the Criteria option menu to open the Selector - Criteria - DataGroup dialog. Active DataGroup items in the open DGN file can be added to the selection criteria list by clicking Add.

From the list of active datagroup items you can set criteria to establish element selection sets in the open DGN file.
